It is impossible to output a 120fps 4k signal to your TV with the Steam Link. If there was some way to finagle a 4k resolution with the feed, you'd still be limited to, at best, 30fps. The best you could get would be 60fps with an HDMI 2.0 connection, but while the Steam Link comes with a 2.0 cable, the device itself only has a 1.4 port. The hardware interfacing with the TV is incapable of putting out a 120fps 4k signal to the TV. This isn't a limitation imposed on the computer end.
